Information regarding the shipments of humanitarian aid

It should be noted that the Customs Administration of the Republic of Serbia gave instructions to all customs outposts in the Republic of Serbia to accord top priority to humanitarian aid procedures and their registration for onward destinations when they enter the customs area of the Republic of Serbia, while respecting all customs procedures and regulations.

If a freighter bringing goods to the Serbian customs area does not have a customs agent, a customs officer will provide details on how to proceed with this shipment without required paperwork. In this case, the customs officer will have to create and process transit declaration in ISCS for the shipment in question, deliver relevant copies to the freighter and instruct him to report to the relevant customs authority. Also, in order to ensure proper control, and in case the freighter does not have a proper instrument for the payment of customs duties that may be incurred during the transit of goods, the customs officer shall attach to transit declaration and accompanying documents also a copy of travel document or a personal ID document of the driver.

In connection with the customs approval procedure for these shipments in relevant customs outposts, the above procedure shall also be accorded priority. Under relevant customs provisions for handling goods, an oral declaration may be submitted for goods of non-commercial value, if approved by a customs authority. Under the provision, in case of temporary import, other goods can be declared as well.

For its part, immediately upon receiving information on the shipment of humanitarian aid, the Embassy will transmit this information to the Ministry of Foreign Affairs - the Emergency Headquarters. The following information shall be required: sender of goods, recipient, type of goods, quantity and value, type of transport and information on the vehicle, approximate time and crossing point.

The Embassy will issue a relevant certificate to the freighters confirming that the shipment is humanitarian aid, to be presented to the competent border authorities with a view to facilitating the crossing of the State border.
